Legislating for a Health Emergency

Lecture to be given by Sir Jack Beatson (Retired Lord Justice of Appeal) and Professor David Feldman (Emeritus Rouse Ball Professor of English Law University of Cambridge)

In 2020 the world was hit by the Covid-19 pandemic.Ìý States needed to act at great speed to introduce unprecedented measures to cope, and change them frequently in response to changing exigencies over the following years.Ìý Democratically accountable procedures for making and applying the rules came under great strain.Ìý To identify lessons for future health emergencies, the Independent Commission on UK Public Health Emergency Powers was established.Ìý It published its report in 2024.Ìý The Chair of the Commission, Sir Jack Beatson, and one of the Commissioners, David Feldman, will reflect on the Commission’s work and Report and discuss its recommendations for preparing for future emergencies and how they might feed into the work of the UK and Scottish Covid-19 inquiries and government planning for future public health emergencies.
